IAABO Board 152 Financial Report, Period Ending January 14, 2019
Rockland Trust Balance (Regular Account) – 6,368.69
Citizens Bank Balance (Scholarship Account) - $2,113.07
Please Note; There were four (4) $500 scholarship winners last year. I have received transcripts and paid out to one scholarship winner. I am awaiting the fall 2018 transcripts to make payments to the three others. Once those scholarship payments have been made, the actual Citizens Bank account balance will be $613.07. As discussed and voted on at our last meeting, for this year, we will be offering two (2) $300 scholarships to a graduating Cape and Islands basketball playing senior, preferably one male and one female. That will essentially deplete the Citizens Bank Scholarship account.
Another friendly reminder: $100 membership dues for next season (2019/2020) due on or before January 15, 2019. Checks payable to: IAABO Board 152. Looking for and hoping for 100% compliance with no late fees being assessed to our membership. If not paid tonight, you can mail checks to Michael Hirschman, Treasurer; 127B Underpass Road, Brewster, MA 02631. Late fee of $20 per month shall be assessed for each month not paid, beginning February 15, 2019.

Dave Terrio – question about why Rocha is giving us games – Ted explained that he bit off more than he could chew – happens pretty much every year
Ted not sure he will be back as assignor for Cape and Islands – been told it will be put out to bid – Bob Haff, Executive Secretary of ACL, will handle similar position with Cape and Islands – if they will have Ted, happy to do it – not sure when it will go out to bid if it does

First bit of news – membership – Carl Zopatti took time to contact everyone who expressed interest in class but did not take it – some people didn’t realize the time commitment – asked Executive Committee (EC) about getting rule books to send out to folks who are interested
IAABO offers online test - $50 – believes it will be timed
Question raised about what will happen with online candidate who passes exam and wants to join local board
Carl Zopatti – What does Steve Pothier think about the online test? Steve - AAU games new officials will have difficulty if they are used for floor test – recreational games difficult because of traveling, etc. – Steve believes rec games are to develop mechanics
EC has to come up with how to handle
Bob Hamilton has mid-Cape league – Carl Zopatti wants to know what Steve thinks about using this league for a floor test
What are they going to miss out on – probably PowerPoint – have slide and that’s it – with class, have discussion, videos, etc.
Dave Terrio – What was the motivation for the online course – Steve – increase number of candidates
Carl Zopatti – varsity officials won’t necessarily help younger officials
Mary Bradbury – Stated that she was offended by Carl’s comment. Mary believes many senior officials will help newcomers, but it is a question of game assignments.
Verticality – doing a good job – no signal for it – will send out picture that displays non-verticality
Timeouts – where are we standing – seems like wherever we want – diagram on board – hold to determine which way we are going
Mike Hirschman – at horn – non-ball official gets both teams
Steve – can switch on timeouts

Not as many subvarsity doubleheaders – many schools with no freshmen team
There is no contract that we will get to cover games when new schools join the Cape and Islands League next season
Number of schools don’t have home gyms – check where a game is being played

Two Cape AD’s – lots of questions – put up what I took out of that discussion
Sent email thanking them for doing that
Level of officiating on the Cape has improved to the point where it is better than off Cape
Interpretation meeting – call domino meeting – no rule changes/simply points of emphasis
Invited new off Cape assignors to Interpretation meeting – haven’t heard back
Go to gym and go over stuff
Page 84 – Ethics
Getting more difficult to officiate – 35% of new officials never make fourth year
Learn how to deal with the hate and discontent
Can’t tell coach to shut up/sit down – can’t interact with spectators
There are things in place to handle these – you set the level of the game – if you run by a coach and he is saying things that are unprofessional, that’s on you
If you lose your cool, then everything will become not cool
AD’s appalled by conduct and appearance of subvarsity officials – not dressing, not hustling, showing up late – not holding pregame – you must hold a pregame meeting
David DeCarolis – problem with letting coach get away with improper conduct, and then first time kid gets out of line, they whack him with a T
Only captain can talk to officials – ways to handle improper conduct
Talk with your partner about what you are going to do – that’s why there is a pregame
Greg Belscher – ejection requires completion of paperwork - MIAA and our website have the forms. All officials should carry these forms.
Joe Bollus – Try to make sure that administrator waits – at very least give to home coach and inform that it you are going to contact AD
Mike Hirschman advised keeping explanations for ejection short and Joe Bollus noted that using wording from the rulebook is critical when writing up your explanation
We don’t stay on court for fist bump/handshake this season – MIAA rule

Sportsmanship Committee– Max McCarthy – Survey Monkey is working well – more voters this year – 80%, would like to see 100%
Coaches from winning schools were thrilled – Monomoy girls won last year, Monomoy boys won year before – Falmouth Academy has been recognized several times

Special Meeting – Mary Bradbury explained that this is not one of three regular meetings the members are required to attend– being called to vote on changes to our Constitution and Bylaws – Proposed Amendments are on website -Second reading on December 3 and then a vote – there is no quorum in current language – changes only require 2/3 positive votes from members present
Can’t have bylaws that conflict with IAABO
Andre King raised questions regarding Members Not In Good Standing and Fines, as well as whether IAABO benefits such as Liability Insurance are not available to individuals who are Members Not In Good Standing. Wondered where this is in our Constitution and Bylaws. Mary Bradbury requested that Andre stay after the meeting is adjourned to discuss these issues.
Dave Peros explained that information was received directly from IAABO that a member who does not pay his or her dues and/or fines is designated a Member Not In Good Standing and is removed from the official IAABO roster and is not eligible, therefore, for any IAABO benefits, including liability insurance.

Special Meeting – Mary Bradbury explained that this is not one of three regular meetings the members are required to attend– being called to vote on changes to our Constitution and Bylaws – Proposed Amendments are on website -Second reading on December 3 and then a vote – there is no quorum in current language – changes only require 2/3 positive votes from members present
Can’t have bylaws that conflict with IAABO
Andre King raised questions regarding Members Not In Good Standing and Fines, as well as whether IAABO benefits such as Liability Insurance are not available to individuals who are Members Not In Good Standing. Wondered where this is in our Constitution and Bylaws. Mary Bradbury requested that Andre stay after the meeting is adjourned to discuss these issues.
Dave Peros explained that information was received directly from IAABO that a member who does not pay his or her dues and/or fines is designated a Member Not In Good Standing and is removed from the official IAABO roster and is not eligible, therefore, for any IAABO benefits, including liability insurance.

Mary Bradbury called meeting to order at 10 AM, followed by a moment of silence and a brief welcome.
Vice President John Piemontese took attendance, with each member asked to stand and reply when his or her name was called.

Opening remarks by Mary:
The MSBOA 2018 Spring Conference will be held in Hyannis; Bernie Beriau has agreed to be our liaison to the MSBOA.
Dave Peros will serve as Acting Secretary until a permanent Secretary is found to fulfill the duties of the office until February 2019 or until the next election of officers in February 2019.
Secretary Report: All minutes of meetings will be posted on the IABBO 152 website, including the recording of all absentees from each meeting.
Treasurer’s Report: Mike Hirschman reported that as of 10/14/17:
The Rockland Trust Account (General Funds) has a balance of $1,539.80
The Citizens Bank Account (Scholarship Fund) has a balance of $4,183.07. This amount includes $1,500 earmarked for three $500 scholarships that will be issued upon submission of fall transcripts from three recipients.
Mike noted that he and the rest of the Executive Committee is looking forward to 100% compliance in regard to payment of dues, with no late fees incurred. Dues for 2018 are due on or before January 15, 2018 and can be given to Mike at any time before that date.
Mike also asked to see the following members after the closing of the meeting: Bill Doherty, Ben Kjoller, James Adkins, and Dave Hoffman.
Banquet Committee: Mike Hirschman and Jean Leyton – Members: The banquet will be held on March 25, 2018. Discussion about location has included consideration about purpose of the banquet. The Brazilian Grille has been suggested as one venue, but if scholarships and sportsmanship awards are to be presented at banquet, this site would not be suitable. Other sites suggested included the Harbor Point Restaurant in Barnstable and Alberto’s Ristorante in Hyannis. The committee is open to other suggestions, as well as welcoming other board members who would like to serve on the committee.
Membership: Steve Pothier reported that there are six candidates at this time, with classes having started on September 26. All current members of the board are welcome to attend any and all classes, which are held on Tuesdays and Thursdays from 7 to 9 PM at the Hyannis Youth Community Center, with the Final Exam on November 6.
Wellness: No report. Chairman Carl Zopatti not in attendance.
Sportsmanship: No report. Chairman Max McCarthy not in attendance.
Scholarship: Chairman Jarod Smoller not in attendance.
Mary reminded the board that it is not involved in planning, scheduling, or assigning of officials for any and all tournaments at this time, including the Stripes Tournament.
There will be a tournament organized by athletic directors on the Cape to be held over the school holiday vacation in December/January. Board 152 members will be assigned and paid for games as part of their regular schedule.
There is money in the scholarship account, with an opportunity to give two to three scholarships at least for this year and perhaps for two more years, based on amount given and the number of scholarships. Last year, three scholarships of $500 each were given.
New Business
Kevin Murphy presented his ideas for a community service project for the board involving a food drive. Kevin proposed this idea at the business meeting on February 6, 2017. He spoke to James Peterson of the MIAA and was told that there is no problem with this proposal and that it was a good idea. Kevin plans to speak to Cape AD’s about having the food drive at a home game for each school sometime in January or February; it was recommended that this drive take place over a week’s period to allow each school to participate at their home gym. Kevin has also spoken to community groups who will handle and distribute our contributions to those in need. At the moment, Kevin is thinking of a name such as “Blowing A Whistle On Hunger” for this campaign.
Mary provided more detail regarding Board 152’s expected duties at the Fall 2018 MSBOA Conference. We are expected to provide coverage for the Hospitality Room both in the morning and evening/night. We are also expected to cover the Registration Table. We will be seeking donations of food, beverages, and spirits from local vendors and any help from any board member who has connections in this area would be appreciated.
Any Board 152 member may attend the conference at no charge, including classes and presentations. There will be a golf tournament and the suggestion was made to seek out assistance from the Cape Cod Chamber of Commerce and/or the Hyannis Chamber of Commerce in providing recommendations for activities on the Cape and/or a welcome bag.
A committee will be formed at a later date to organize and prepare for the conference and anyone who would like to serve was asked to see Mary after the meeting.
The list of future meetings was presented, as well as the requirement of attending three meetings as well as a mandatory interpretation meeting, which does not have to be the one scheduled for Board 152. If you do not attend the Board 152 interpretation meeting, you must inform the Secretary and have the Secretary of the Board whose interpretation meeting you did attend confirm in writing that you did so.

A reminder was given to pay separate Arbiter fees of $15 to Peter Hansen and Ted Fuller (through Bernie Beriau).
Commissioner’s Report – Ted Fuller called to say he would not be able to attend today’s meeting. He is waiting for one more schedule; once he receives it, he will start assigning promptly. There will be extra openings due to injuries.
Mary reminded the membership that if you do not show up for an assignment, the fine is a game fee. Officials are expected to arrive a half-hour before game time and be on the floor at least 15 minutes before game time.
Dan Patenaude asked for a clarification of something that Peter Hansen said about blocking dates on Arbiter when assigned. Steve Pothier explained that when assigned a game, you are only blocked for 90 minutes, so an assignor could assign you to another game that day at another time unless you go in and block the remainder of the day.
Art Graham asked if there might be some consideration of using attendance at the banquet as a meeting towards the minimum meeting requirement. Attendance at the banquet has been embarrassing.
The idea was raised by Mary of perhaps using attendance at a refresher exam meeting as a meeting towards the minimum meeting requirement.
Art said that he received a number of calls from guys saying that they wouldn’t be attending today’s meeting due to working on Sundays. Mary reminded everyone that if they can’t make a meeting and want to explain their absence, they should call John Piemontese.
Leighton Taylor asked whether Bernie Beriau was fired or resigned. Mary explained that Bernie was asked to resign because he was not fulfilling the duties of his elected office. He was asked to accept a role he is more inclined to fulfill as our representative to MSBOA. Mary said she does not want to air any “dirty laundry” in a public forum; she appreciates the efforts and energy Bernie has contributed over the years.
Bill Burke asked if agreed to be the board’s MSBOA representative and Mary said he did.
Interpreter’s Report – Steve Pothier made a PowerPoint presentation concerning Rule 4-48 – Behavioral Warnings. He said it is the only really big change this year. It’s just another tool in our bag in terms of dealing with coaches and other bench personnel. It is up to each individual official as how he or she uses it. He covered both Article 1 and 2 under Rule 4-48.
